someone used my social security number for 2009 federal taxes and I can't recieve my refund
I've already tried...
I have tried to send my taxes off three different times because somebody used me as their dependent.

I suggest you find a local IRS office and talk to them to find out the solution of your problem. You may have to call in advance to find out if you need an appointment. Bring ALL your documents with you and prove that person CANNOT claim you as dependent. It may take some time to resolve this.
