My parents are permanent residents of US ( Green card holders) but lived abroad for full year and I took care of their expenses abroad ,Can I claim them as dependents?
They did not earn any income in US and nor did they apply for social security benefits.

I've already tried...

In order for someone to be claimed as a qualifying relative dependent they must pass a dependency test which consists of 4 parts:

Not a qualifying child test - OK
Member of household or relationship test - OK (parents are one of the qualifying relatives who do not have to live with you to meet this test)
Gross income test - OK (no income)
Support test - OK

So base on facts at hand and the information you provided, the answer is yes you can claim them as your dependents as long as they have a social security number.
