My daughter and grand daughter do not live with me but I have been paying half her rent all her utilities because since her fiance got in trouble and is incarcerated; is it possible to claim them as dependents, fore if I did not pay half of her essentials she would become homeless.

I've already tried...
my daughter lives in subsidized housing but she still does not make enough money to pay her full rent, she only receives a partial grang from the government for her daughter but notheing for herself

If they live with you, then you can claim them. If they are not living with you as members for your household, then you cannot claim them.

I am going broke trying to keep my daughter in her apartment, her fiance will be gone for a long time. The program is still using his income for the haousehold only because I have been paying her rent, well I live in section eight haousing myself, and I just can not continue doing this. Do I have the right to claim them as dependents?
