I am not sure what you mean by saying you are " in need of my tax return " do you mean that you are in need of your tax REFUND ?
If you are looking for your refund, you need to address several issues first:
a) the IRS lien for $ 18,000 was for what tax year? Did you file that return yourself? or did IRS prepare it for you (substitute for return) they prepare it if you do not reply or they can not find you. If it was a SFR return for a recent year, and you prepare and file your original tax return, you might owe either much less money or maybe a refund when the return is done properly.
b) the next issue is other than the tax year (with the lien) have you filed ALL other tax years, and do you owe any other tax years?
c) There is no Tax forgiveness program, but there maybe a way due to reasonable circumstances (based on tax law) that may help to adjust or maybe even abate tax penalties, which would lower the amount that maybe owed.
d) There is a tax hardship program, but it is based on special situations that you would have to qualify for
e) Have you talked with IRS about your tax lien year?
If you could provide additional information, I do not guarantee anything but it sounds like you might have some options available for you.
It would be worthwhile to do some more checking into to see.
