Topic 151 outlines your rights to appeal if you do not agree with the results of an action by the IRS. For example, if you receive a notice that the IRS has found an error and adjusted your return and you now owe $XXXX, you have the right to appeal.

The notice from IRS will explain their action and tell you of your rights and explain how to initiate action.

If this is of immediate interest, I recommend going to the www.irs.gov and looking at a copy of Publication 5, Your Appeal Rights and How To Prepare A Protest If You Don't Agree, and Publication 556, Publication 556, Examination of Returns, Appeal Rights and Claims for Refund. You can also do a search for "Appeals" to find other publications or type irs topic 151 in google.
