As a church we have always filed a 1099 on anyone that received more than $600 in a given year. Last week we had a bookstore worker who we contract to run the store return the form and told us her accountant said she did not need the form since she answered to a supervisor here at the church. Is this true? Is there more criteria we should filter through before we just send 1099s to everyone over $600? Thanks for any help.

I've already tried...

If the church paid her, the church should file a 1099. There is a bigger question. It sounds like this person may be an employee of the church and not an independent contractor.
