This is not an easy situation. The IRS will not tell you because of privacy of tax information. If you are certain that you meet all the criteria for claiming the dependents, and one of the most important criteria is residency test which requires that the dependent shares the residence with you for more than half a year(unless a custodial parent has released his/her claim). If you meet all the criteria for claiming the dependents you have to file your return with the IRS and you may have to mail it in because electronic filing may not be accepted if somebody else has already claimed the same dependents. The IRS will ask supporting evidence/documentation/proof for the right to claim the dependents. Be prepared to answer all these questions. The IRS will probably audit both your return and the other person's who has claimed the same dependents and then reach a conclusion.
